Phase 1 Environmental Site Assessment

GSE conducted a Phase I ESA in accordance with ASTM E1527 standard practices for environmental site assessments. This was done to to help determine if the site is impacted by recognized environmental conditions (REC).  "Recognized environmental conditions" means the presence or likely presence of any hazardous substances or petroleum products in, on, or at a property: (1) due to any release to the environment; (2) under conditions indicative of a release to the environment; or (3) under conditions that pose a material threat of a future release to the environment.  The term includes hazardous substances or petroleum products even under conditions in compliance with laws. The term does not include historical RECs, remediated to regulatory satisfaction, without on-going controls or use limitations. These are no longer considered RECS. 

The assessment included:

  • Review of the environmental setting and site history.

  • User Provided Information.

  • Review of environmental agency databases. 

  • Site reconnaissance.

  • Interviews with local businesses and government officials.

No RECs or HRECs were noted on the property. Additionally, no RECs or HRECS were noted for the adjoining properties. Because this is a long established area there are HRECS within and 1/8 mile of the property. None of these are current RECs.
