GSE was retained by Luhrs Corporation to provide environmental science, monitoring and regulatory compliance consulting services as a result of a routine hazardous waste inspection performed by the Florida Department of Environmental Regulation Central District (FDEP), alleging potential violations of State and/or Federal hazardous waste regulations.
GSE:
- Coordinated with the FDEP to identify sample collection locations.
- Oversaw the preliminary boring and soil sample collection.
- Performed a material analysis using a NELAP accredited laboratory.
The material discovered was the result of a sandblast operation historic to the location, not the result of current operations by the landlord or lessee. The material was not a result of deliberate dumping.
Testing found that no measured parameter exceeded any of the applicable cleanup targets for direct exposure at commercial/industrial land use classifications. Even when considering the more stringent (but not applicable) soil cleanup target Levels for residential direct exposure limits, no RCRA regulatory limit was exceeded. Thus, according to the analytical data, and USEPA and FDEP guidance documents, the material is considered “non-hazardous” and suitable for land filling at a properly permitted solid waste handling facility.
