Source-Separated Organics Processing Facility Permitting

GSE provided State and County permitting services for an approximate 18-acre source-separated organics processing facility (SOPF). These services were based upon the requirements set forth by those agencies. Permits were required from the following:
- Orange County Environmental Protection Division- Notice of use of the site lbr yard trash processing less than 12,000 cubic yards per County Code section 32-214(cX9) iv.
- Board of Zoning Adjustment (BZA) for a special exception as a yard trash processing facility in agriculturally zoned property.
- Commercial Site Plan permit through OC Building Safety.
The facility was registered as a yard trash processing facility with the Florida Department of Environmental Protection (TDEP). In order to acquire the appropriate permits GSE completed the following tasks:
- Prepared an EPD notice of use for the site as a SOPF facility, to comply with FDEP Rule 62-709 and OC code section 32-214(cX9)iv.
- Included a site plan, Operations plan, financial assurance and siting prohibitions.
- Attend EPD pre-application meeting and addressed comments from the EPD.
- Prepared an application for a Special Exception zoning to allow the zoned site to be permitted as a YTP facility, This task required:
- Special exception application forms
- A letter report describing the project
- A boundary survey
- Existing and proposed site plans
- A Description of how the project will meet special exception criteria
- A supported setback variance request from adjacent property lines
- Arranged and presented the project at the initial meeting with OC Zoning/EPD and the local County Commissioner at a Community meeting.
- Attended the BZA and BCC public hearings.
- Prepared an application for a Commercial Site plan to the Orange County Building Safety Division (OCBS), to allow on-site structures, to be constructed.
- Contacted and met with the OCBS to discuss time and materials.
