Phase 1 Environmental Site Assessment

GSE conducted a Phase I ESA in accordance with ASTM E1527 standard practices for environmental site assessments. This was done to permit a user to satisfy one of the requirements to qualify for the innocent landowner, contiguous property owner, or bona fide prospective purchaser limitations on CERCLA liability (the landowner liability protections,”or “LLPs”.  This Phase I ESA is based on information gathered from the client , federal, state, and local regulatory agencies, interviews, published maps, historical aerial photographs, onsite and offsite visual reconnaissance, and other historical information sources.  

The scope was also intended to help determine if the site is impacted by recognized environmental conditions.  “Recognized environmental conditions” means the presence or likely presence of any hazardous substances or petroleum products in, on, or at a property: (1) due to any release to the environment; (2) under conditions indicative of a release to the environment; or (3) under conditions that pose a material threat of a future release to the environment.

The assessment included:

  • Review of the environmental setting and site history.

  • User Provided Information.

  • Review of environmental agency databases. 

  • Site reconnaissance.

  • Interviews with local businesses and government officials. 

As defined above, the site did exhibit the following recognized environmental conditions:

  • Union 76 #9313-581- Village Truck Stop- 1500 S. French Ave. State funded cleanup approval and side gradient location, mitigate this site as a REC. 

  • Soft Touch Dry Cleaners- 1528 S. French Ave.  State funded Drycleaning Program approval for this site, and the side gradient location, mitigate the site as a REC.

  • The subject property , shown as a historic gas station “ Colonial Oil Co. “, on the Sanborn Fire maps, and City directories, making it a REC. However, the Limited Soil and Groundwater Investigation in July 2015 did not detect petroleum product impacts from this gas station, mitigating this REC to the property. 

Therefore, due to previous on-property limited groundwater and soil assessment, and participation in the State cleanup program liability coverage on nearby release sites mitigate the need for further assessment.
