Phase 1 Environmental Site Assessment

Florida (Clermont, Miami, Orlando, Winter Park)


GSE has conducted multiple Phase I ESAs in accordance with ASTM E1527 standard practices for environmental site assessments. These were done for the users to satisfy one of the requirements to qualify for the innocent landowner, contiguous property owner, or bona fide prospective purchaser limitations on CERCLA liability (the landowner liability protections,”or “LLPs”).  These Phase I ESAs were based on information gathered from the client, federal, state, and local regulatory agencies, interviews, published maps, historical aerial photographs, onsite and offsite visual reconnaissance, and other historical information sources.  

The ESAs were also intended to help determine if the sites were impacted by recognized environmental conditions.  “Recognized environmental conditions” means the presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substances or petroleum products into structures on the property or into the ground, ground water, or surface water of the property.  The term includes hazardous substances or petroleum products even under conditions in compliance with laws.  Grove performed this work while recognizing reasonable limits of time and cost.

Each assessment included:

  • Review of the environmental setting and site history.
  • User Provided Information.
  • Review of environmental agency databases. 
  • Site reconnaissance.
  • Interviews with local businesses and government officials. 

As defined above, the sites did not exhibit evidence of impact by recognized environmental conditions.
